During emergencies and everyone’s panicking, it can be hectic for 911 operators to locate you and try to get you to tell them your location. This is apparently a problem which is why the FCC has issued a new ruling that states that by 2018, all carriers in the US need to ensure that their phones come with GPS built in. With reports that 85% of current smartphones already have GPS built in, to reach this goal by 2018 definitely seems doable.
